Pricing is per user, Phone numbers are billed separately and are not required for every user. As an example, you can have one main phone number for the company and extensions for all users and only pay for a single phone number.

Conversely, you could also assign a single user a phone number from the US and the UK to give your customers local number access to your employees anywhere in the world. 

You can mix and match your users and phone numbers as you wish to maintain the best possible pricing and the highest flexibility.
